When a ship travels at sea, it is necessary to pay attention to various aspects of safety. In addition to ensuring the safety of the ship’s navigation and crew, it must also protect the property safety of other offshore facilities. OEM CNC machining metal parts dci dental chair

Recently, a product oil tanker was claimed for US$18.9 million because of the damage to the submarine power connector due to the previous anchor dragging; according to the current exchange rate, it is equivalent to nearly 130 million yuan, and the oil tanker was detained. The current golden age of high product oil tanker freight (The revenue is as high as $60,000 a day, a 200-fold increase from February this year!), any delay is a huge loss for the shipowner…

Tanker stranded in storm

Anchor breaks submarine cable

According to reports, a product tanker owned by an Emirati tanker owner was sailing westward off the southern coast of Sicily, Italy, when it encountered a sea storm and nearly ran aground in rough seas and had to anchor.

Subsequently, during the salvage operation, the 202-meter-long oil tanker was towed far offshore under the towing of the tugboat, but in the process, the anchor hooked the submarine cable and damaged the connection between Sicily and Malta. of power linkers, causing a blackout across the island of Malta.

It is reported that during the initial salvage operation, the tugboat found that the tanker anchor hooked the submarine cable, and had to tow the tanker against the wind to relieve the tension of the anchor chain stuck in the connector, but it still failed to avoid the occurrence of a fracture accident. The navigation track of the product tanker on the coast of Sicily at the time of the incident, the red circle indicates the location of the damaged submarine power facilities.

At 7:00 am, the damage to the submarine cable occurred in international waters about 30 kilometers off the coast of Sicily, when the connector was working at full capacity and could provide 200MW of power.

According to power company Enemalta, preliminary assessments indicated that, in addition to the damaged subsea power connector, two of the three cables and all of the fiber optic lines were damaged, causing the power station to shut down.

The accident occurred at 7:00 in the morning, and the emergency turbine was used to restore power supply at around 10:00 in the morning, giving priority to specific strategic power supply locations; around 10:19 in the morning, the local hospital restored power; around 1:10 in the afternoon, Malta’s island-wide power supply was restored. Engineers at Enemalta Power Company determined the extent of damage to the electrical connectors by analyzing images sent back from the ocean floor.

“The footage from the ocean floor provided reasonable evidence for initial suspicion that the cable was damaged by the anchor, and there was evidence of how the anchor was pulled, eventually pulling the cable out of the trench on the sea floor, and then It broke,” Enemalta Power said in a statement.

Tanker detained
Shipowners sued in court

Enemalta Power Company applied to the court to detain the tanker. Enemalta Power Supply said it would cost nearly 49 million euros to repair the damaged connectors and provide alternative energy, while taking the UAE tanker owner to court, hoping to recover the 49 million euros through legal channels.

The UAE shipowner sought the release of the tanker and filed a claim for compensation figures, citing the concept of limitation of liability under the 1976 Convention on Limitation of Liability for Maritime Claims. This limitation of liability concept is centuries old and allows a vessel to limit liability for claims based on a formula that is based on the tonnage of the vessel. The maximum liability that UAE tanker owners could face under this formula is just over €17.3 million.

But Enemalta Power Supply apparently disagreed. Lawyers hired by the company said that while UAE shipowners are entitled to invoke the statute of limitations applicable in Malta, the court needs to take into account legal costs, including court costs, of around 1.2 million euros, which must be added to the liability.

In the end, the court reduced the 49 million euros in damages demanded by Enemalta, and set the total damages at 18.5 million euros (about 18.9 million U.S. dollars).

In practice, incidents of ships scraping off submarine cables often occur.

  1. On November 19, 2016, the submarine cable monitoring system of Zhoushan Electric Power Company showed that a 110KV submarine cable tripped and the signal was interrupted. It turned out that a ship temporarily anchored due to poor visibility. When the anchor went down, the submarine cable was hooked and was ready to sail. It was found that the left anchor could no longer be pulled up, and the round could only cut off the anchor chain and abandon the anchor. OEM CNC machining metal parts dci dental chair
  2. In July 2017, a container ship named “MSC Alice” was detained by Somali authorities. The reason is that an undersea fiber optic cable was accidentally cut off by the suspected moving anchor, resulting in severe network outages in the area, and more than 6 million local people were unable to access the Internet. Somalia’s attorney general says disruptions are costing $10 million a day.
  3. On June 13, 2018, a foreign cargo ship scraped off the Qingdao section of the international submarine cable due to improper operation in the waters near Chaolian Island, resulting in interruption of international communications. Unicom sued for compensation. In the end, the court ruled that the defendant should pay Qingdao Unicom a one-time compensation of USD 650,000 or about RMB 4.2 million for damages.
  4. In August 2021, a Ukrainian captain was arrested by the Australian Federal Police, accused of damaging a submarine telecommunications cable connecting Australia and Singapore while in charge of a Maersk container ship “MAERSK SURABAYA”. The Australian Federal Police charged the containership with negligent conduct, in breach of section 37 of the Telecommunications Act 1997, 3A. The captain could be jailed for up to three years and fined $40,000. OEM CNC machining metal parts dci dental chair
